ELKHART -- What do mentoring and after-school programs, community-based initiative, and extra-curricular activities have in common? Digger Phelps. Phelps said these are just a few of the things that can help kids in Elkhart along the right path at a young age. "It's got to come back to us," Phelps said, "We have the power. We can change anything we have to as people."
